Student Higher Education Emergency Relief Fund Reporting

Rowan College at Burlington County was granted $3,750,316 from the Higher Education Emergency Relief Fund (HEERF) that is part of the federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act).

  • As of November 12, 2020 we have awarded $1,875,158 to 3,246 students, and transmitted $1,875,158 to student accounts.
  • As of September 1, 2020 we have awarded $1,741,200 to 3,067 students, and transmitted $1,669,950 to student accounts.
  • As of August 1, 2020 we have awarded $1,672,600 to 3,063 students, and transmitted $1,669,950 to student accounts.
  • As of July 15, 2020 we have awarded $1,644,250 to 3,116 students, and transmitted $1,549,450 to student accounts.
  • As of July 1, 2020 we have awarded $1.6 million to 3,101 students, and transmitted $1.5 million to student accounts.
  • Approximately $1.5 million will be disbursed directly to students around May 15.
  • The remaining funds, at least $200,000, will be set aside for emergency grants that students can apply for through their Self-Service accounts.

Initial estimates include over 3,000 students receiving $400 or $800 grants. An estimated 3,783 students are eligible for Title IV funding under the Higher Education Act of 1965.   These estimations are pending final eligibility review.

The college has certified to the Department of Education that it intends to use 50 percent of these funds, or $1,875,158.00, to provide emergency financial aid grants to students for expenses related to the disruption of campus operations due to COVID-19.

Eligible recipients were prioritized by:

  • Income
  • Programs that have higher costs and include many hands-on and/or clinical courses

Rowan College at Burlington County was granted $8,855,454 from the Higher Education Emergency Relief Fund (HEERF II) that is part of the federal Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) of which $1,875,158 was appropriated for student emergency grants.

  • As of September 30, 2021 we have awarded $1,875,158 to 710 student, and transmitted $1,875,158 to student accounts
  • As of June 30, 2021 we have awarded $1,594,000 to 627 students, and transmitted $1,460,500 to student accounts.

  • EFC equal to $0 = $2,500
  • EFC of $1 - $10,000 = $2,000
  • EFC greater than $10,001 = $1,500
  • No confirmed EFC, NO FAFSA, but confirmed citizenship = $1,000

Awarding Methodology 

Summer 2021: 

Eligible recipients were awarded based on the date of application for Summer 2021

Funding was awarded as a base flat amount of $1,000

Fall 2021:

Funding was awarded to all students registered for the Fall 2021 semester

  • Pell Recipients = $1,500

Then all those remaining students registered for the Fall 2021 semester (non-Pell eligible students) were awarded based on enrollment status

  • Full time (12 or more credits) = $1,000
  • Quarter time (9 to 11 credits = $750
  • Half time (6 to 8 credits) = $500
  • Less Than Half time (1 to 5 credits) = $250

Spring 2022:

Eligible recipients were prioritized by:

  • Date of application

Funding was awarded based off submission of an application and using a predetermined formula utilizing the Expected Family Contribution (EFC):

  • Confirmed EFC equal to 0 = $2,000
  • Confirmed EFC of 1 - 6,000 = $1,500
  • Confirmed EFC of 6,001 to 10,000 = $1,000
  • Confirmed EFC 10,001 or more = $750
  • No confirmed EFC, No FAFSA = $500
